Copilot CLI: plugin sessionStart hook additionalContext discarded, bootstrap not injected

In Copilot CLI v1.0.7 on macOS with superpowers v5.0.5, all 19 skills load and invoke correctly, but the session-start bootstrap that tells the agent to check skills first is never injected. The sessionStart hook fires, yet its additionalContext output is discarded (the handler is a no-op), and AGENTS.md/copilot-instructions.md are not loaded from plugin directories. How can the bootstrap be injected into the session?

Fixed in Copilot CLI v1.0.11 and in the superpowers dev branch. The changelog entry is sessionStart hook additionalContext is now injected into the conversation.

In v1.0.7 the sessionStart output handler was a no-op (l => {}), so any additionalContext a plugin returned was discarded. v1.0.11 processes it the same way subagentStart already did. On the plugin side, the superpowers session-start hook now detects the COPILOT_CLI environment variable (set by Copilot CLI at runtime) and emits the SDK-standard {"additionalContext": "..."} format instead of Claude Code's nested hookSpecificOutput format. The maintainer verified the flow end-to-end: marketplace install, hook fires, bootstrap injected, and the agent proactively invokes skills.

GitHub resolved the issue by implementing option 2 from the report (processing additionalContext). The other paths were reported as not working in v1.0.7: plugin type: "prompt" hooks are only extracted from user (~/.copilot/hooks/) and project (.github/hooks/) hook configs, not from plugin hooks; AGENTS.md is loaded from the working directory only; and copilot-instructions.md is loaded from the working directory's .github/ and ~/.copilot/ only. The thread does not say whether those changed in v1.0.11.

Workaround used before the fix: one user added /using-superpowers at the start of the conversation. The agent then referenced skills like systematic-debugging and brainstorming; the user said the behavior seemed ok but could not confirm beyond that.

What a GitHub user tried on GitHub (Didn't work)

Reporter tried plugin type: "prompt" hooks, plugin sessionStart command hooks returning additionalContext, and AGENTS.md/copilot-instructions.md from plugin directories. None injected the bootstrap context in v1.0.7.

What @galh11 tried on GitHub (Worked)

A user added /using-superpowers at the start of the conversation. The agent then mentioned using skills like systematic-debugging and brainstorming; the user said it seemed to work but could not confirm the behavior further.

What @obra tried on GitHub (Worked)

Maintainer verified with Copilot CLI v1.0.11 and the superpowers dev branch: marketplace install works, the sessionStart hook fires, the bootstrap is injected, and the agent proactively invokes skills.
